The ESD covers the cities of Fulshear, Simonton and Weston Lakes as well as a large area of unincorporated Fort Bend County that includes the following developments: Lakes of Bella Terra, Talavara, Westheimer Lakes North and South, Cinco Ranch, Tamarron, Jordan Ranch, Pecan Hill and Vanbrook.

The ESD’s sole source of funding is ad valorem (property) taxes. The ESD does not collect a sales tax.

The ESD’s 2018 tax rate was $0.10/$100 valuation. Its 2019 proposed tax rate is also $0.10/$100 valuation If your residence’s taxable value is set at $250,000 by the Fort Bend County Appraisal District, then your tax payment to the ESD is $250 per year.

The ESD has been planning for the growth of West Fort Bend County. The status of each station is outlined below:

• Station to be located at FM 1093 and Ashe Road: In the construction phase (Station intended to include an Emergency Operations Center and Fire Fighter Training Facility)
• Station to be located in the Cross Creek Ranch / Tamarron area: In the design phase
• Station to be located on the North side of the District (close to Jordan Ranch): In the site location phase
• Station to be located on the East side of the District: In the site location phase

Senate Bill 2 passed during the 86th Texas Legislature and becomes effective on January 1, 2020. Senate Bill 2 intends to overhaul the tax rate setting process by redefining certain terms, establishing new tax rate calculations, requiring rollback elections in certain circumstances, reestablishing the rollback rate threshold, modifying the public notice requirements and terms and timing, beginning with the 2020 tax rate setting process.
